On February 4, 2011, a Canine Unit officer responded to a townhouse complex on the report of three suspicious and possibly armed males. As the officer began to speak with the men, one immediately became confrontational. With bystanders starting to gather around, the officer attempted to physically detain the agitated man. When the male resisted, a struggle ensued. Despite the assistance of the officer’s canine companion, attempts to gain control were unsuccessful. At that point, Mr. Brent Raffard, the townhouse complex manager, stepped in to assist the officer in this time of need. Without hesitation, Mr. Raffard jumped in and together they eventually managed to bring the man under control. Mr. Raffard risked his own personal safety to aid in the arrest of a potentially armed male who was under the influence of drugs.
